The Tegam M1130A and Agilent's 8478B are both 18 GHz Coaxial Thermistor Mounts.
Both sensors make accurate RF measurements and are used in very similar applications. However, the Tegam M1130A has some distinct advantages over the Agilent 8478B.

M1130A has two additional decades of measurement frequency range.
M1130A production SWR data exceeds (meaning lower SWR) the manufacturer’s “typical” claim for 8478B above 1 GHz.
